The purpose of this version is to publish [#7813](https://github.com/swc-project/swc/pull/7813), which reverts [#7610](https://github.com/swc-project/swc/pull/7610). [#7813](https://github.com/swc-project/swc/pull/7813) fixes various bugs related to optional chaining. Additionally, this version also fixes handling of `.swcrc` specified via `--config-file` .
